County planners have rejected a scheme to build eight new homes in the countryside near Ross-on-Wye.
Peter Dowle had asked Herefordshire Council for permission to develop the land at Water’s Edge on Sharman Pitch, Howle Hill.
But councillors today (November 4) went against council officers’ recommendation to approve the proposals for the site which is currently used as a horticultural nursery.
Dozens of residents, Walford parish council, the Campaign to Protect Rural England, The Wye Valley Society and the Wye Valley Area of Outstanding Natural Beauty officer objected to the scheme.
But Mrs Joseph, who spoke on behalf of the applicant, said the plans presented the opportunity to create a modern and innovative development.
She said council officers were satisfied that they had addressed all the issues after two years of hard work and many site meetings.
“The principle of residential development is acceptable. Thus the sustainability of the location is therefore not in qustion.
“We are aware there is a large number of objections from residents and we have worked with officers to address these concerns.
“We are at a loss to understand the level of antagonism against theapplication in this site.
“It’s well screneed, is an existing business and, as confirmed by your officers, falls within the definition of previously developed land.”
Councillor William Wilding, who stood in for the ward councillor, called for the committee to reject the plans.
“I believe this report’s conclusion do not give appropriate weight to the reasons for refusal.
“It is a major development in the open countryside which is not sustainable nor proportional.
“It contravenes the protective status of the AONB and doesn’t preserve local distinctiveness.
“Walford parish council’s site assessment does say there are plenty of other sites which could be used which would served by local infrastructure and public transport.”
Councillor Toni Fagan proposed rejecting the scheme and this was seconded by coun Nigel Shaw.
The scheme was rejected by 12 votes with one abstention.
