Police are investigating a suspicious incident near Hereford.
Officers received reports of two men sat in a black Seat car and were seen acting suspiciously.
The vehicle was parked outside a house at the bottom of a dead end road in Whitestone.
PCSO Christina Howard said the home owner challenged the two men who said they were getting changed.
The vehicle is described as a black Seat with a registration number EO64 ***.
