Catherine Fookes says repair works on Inglis Bridge could begin soon, with preparatory work already under way.
She says one final permission is still needed and her office has written to Natural Resources Wales to speed things up.
Ms Fookes acknowledged local frustration at delays but said she and Monmouthshire County Council are pushing for progress, adding she’s hopeful of good news shortly.
