The A40 Monmouth Road at Raglan remains closed due to a collision.
Emergency services including the air ambulance were called to the incident at 2:45pm.
Police have closed the road between High Street (Raglan roundabout, Raglan) and A465 Heads Of The Valleys Road (Hardwick Roundabout, Abergavenny).
Traffic Wales are warning of delays in the area.
