Developers want demolish old farm buildings and build 14 new affordable homes north of Leominster.
S J Roberts Construction Ltd want to build on land off Wyson Lane in Brimfield.
Consultants working on the scheme say the proposals will contribute towards the need for affordable houses in the area.
A report conducted by Midlands Rural Housing in October last year concludes that a total of 186 affordable homes are needed in the area.
The scheme includes a mixture of semi-detached and terraced houses and are designed to reflect the character of the surrounding area.
Residents have until February 25 to comment on the proposals which are expected to be consider by Herefordshire Council in May.
