Herefordshire Council will review its updated Children’s Services Improvement Plan on Thursday.
The Phase 3 plan builds on progress made over the past year, including fewer children entering care and more permanent staff in post.
It also focuses on working closely with families through the restorative approach and the government’s Families First programme.
The plan will be monitored by the Department for Education's commissioner.
