Police in Hereford say the group are asking money from shoppers before travelling back home.
Officers have issued a warning about the fake beggars who are visiting the city centre to ask for money, before the travelling back to South Wales.
The force says it has seen an influx of Romanian Nationals who are begging and claiming to be homeless and hungry.
Three men were removed by police after it was established they are all housed in Boston, Lincolnshire and travelled to Hereford to beg.
Shoppers are being advised to only give donations to registered charities.
