Developers want to convert a disused telephone exchange near Ledbury into a one bed home.
Richard Imondi has submitted the plans to redevelop the old telephone exhange in Stretton Grandison to Herefordshire Council.
The proposals include extending the building to provide single storey home with open plan living space and one bedroom.
The total floor area of the property would be 38m2.
Architects working on the scheme say they intend to amend the building’s appearance through the use of more natural materials, in the form of oak shingles, rather than the modern black cladding.
Residents have until December 19 to comment on the scheme which planners are expected to consider by January 6.
