There are plans to cover more than nine and half acres with polytunnels on a field near Ross-on-Wye.
Mark Savidge has submitted the plans to Herefordshire Council to develop the land at Rock Farm in The Lea.
The proposals include covering the farmland in 14.7 ft high by 26.2 ft wide steel hoops which would be covered in white plastic.
The plastic would be removed yearly between mid to late August through until March the following year to reduce the site’s visual prominence.
The scheme also incldues a drainage pond to collect surface runoff water and trees would be planted to the south of the site with tree buffers along an existing hedgerow to the east.
Residents have until December 12 to comment on the proposals which count council planners are expected to consider by February 7.
