Developers want to build five homes on a field in a village near Leominster.
Malcolm Morgan wants permission from Herefordshire Council to build on 0.6 acres of land next to the B4361 south of Luston.
Part of the site was previously used as a pony paddock and the proposals include a mixture of housing.
The scheme includes a four bedroom house along with three three bedroom homes and a two bed property.
Consultants working on the scheme say it lies wholly within the settlement boundary of Luston.
If approved, the scheme could enhance the site and positively contribute to the character and appearance of the local conservation area.
It will also help protect the future of the nearby perry pear orchard.
Residents have until December 4 to comment on the proposals which Herefordshire Council are expected to consider in January.
