Monmouthshire Council says new registrations for the garden waste service are now suspended due to customers having limited access to collect garden waste bags.
A spokesperson for the council told Sunshine Radio: "Currently we do not have the resources to deliver them but we are working to find a solution that will allow us to reopen for new registrations so please bear with us."
"Any customers who have recently bought a permit will be able to use the service if they have a bag from last year. If you do not have a bag we will do our best to deliver one, if this is not possible you will be given a refund."
