Plans for a Marks and Spencer Foodhall in Ludlow are set to be approved by Shropshire Council.
The firm's proposal is for a site off the A49 to the south of Sheet Road.
Last May, Marks & Spencer temporarily withdrew plans after road experts had urged planners at Shropshire Council to put the brakes on making a decision until they had received updated traffic assessments.
In a report recommending the application is approved, subject to conditions, Shropshire Council planning officer Louise Evans, said there have been 20 representations in support of the proposal and 15 in objection.
A decision on the plans will made next Tuesday.
