Herefordshire Council Trading Standards, supported by officers from West Mercia Police, issued a closure notice on Leo Sweet Surprise in Black Swan Walk.
Tobacco and vapes were seized by officers on Thursday morning.
Trading Standards said it would be pursuing a closure order with the courts over the next 48 hours.
