County planners have approved a scheme to build two homes in a village near Ross-on-Wye.
Applicant John Frances asked Herefordshire Council for permission to develop the land at Court Cottage in Garway.
The parish council said they objected to his plans because the greenfield site was erroneously identified as being an extension of ribbon development.
The Ramblers Association also raised concerns over the impact the new homes would have on the view when walking the nearby footpath.
The planning committee approved the scheme with 11 votes in favour, one against and one abstention.
