New housing to replace Monmouth flats in ‘poor condition’

Plans for an affordable housing development in Monmouth to replace flats which are in a “poor condition” have been lodged with the county council.

Developers Monmouthshire Housing Association have submitted plans for four one-bedroom and four two-bedroom homes at Wheat Field Close.

The site is currently occupied by three two-bedroom flats, three three-bedroom flats and eight three-bedroom maisonettes.

But these are said to be in “poor condition”, and the ‘dilapidated’ accommodation would require “substantial investment”.

“The proposed development will be providing affordable housing to meet the identified needs of the area and replacing existing apartment complex which is in need of significant refurbishment,” a planning statement says.

The planning statement says one-, two- and three-bedroom homes are currently “in highest demand” in the area.

A parking court with 13 spaces, including two for visitors, is proposed as part of the development.

Each home will also benefit from secure cycle and bin storage areas, according to the plans.

The development will also have a positive impact on phosphate levels in the area, an issue which has to be considered under new planning guidance issued by Welsh Government environment body, Natural Resources Wales.

This is due to the reduction in the number of flats and consequently the number of people living there.

The current development is occupied by 53 residents, but the new accommodation will house 29 people.

New landscaping will also provide a further ‘uplift’ to the site and enhance biodiversity, it is said.

Monmouth Town Councillors have voiced support for the plans.

A comment from the town council submitted on the application says: “Councillors were pleased with the application and felt that the application would be a great improvement to the area.

“It was thought that the development would also improve the surrounding area.”

The town council also welcomed the inclusion of heat flow pumps in the properties and proposed hedging.

Monmouthshire County Council will assess the application.
